    Job Description

    If your values align with ours, we invite you to apply for the Senior IT Internal Auditor position, reporting to the Internal Audit Manager. This position performs with considerable independence planning, developing, and executing information security audit’s on DMV’s applications to determine the secure, efficient, and effective implementation of the agency’s IT resources. This position also provides consultative services to management and user groups with regard to compliance, operational efficiency, program effectiveness, application controls, data security, system development, integrity controls of data processing operations, and management of automated systems. 

    Minimum Qualifications

    -Considerable experience in data security or in planning and executing a wide variety of IT system audits.
    -Knowledge of generally accepted IT audit principles and professional internal auditing standards.
    -Working knowledge of information systems risks and controls.  
    -Working knowledge of IT operating and application systems, infrastructure, networks, and database management.  
    -Must possess the ability to evaluate business processes, workflows and organizational issues, analyze data, reach logical conclusions and provide recommendations that result in meaningful improvement.  
    -Ability to define audit objectives and design procedures to accomplish those objectives. 
    -Ability to interpret pertinent laws and regulations and apply to specific situations.  
    -Must possess strong written and oral communication skills to develop audit reports/working papers that are complete, clear, well organized, and concise.
    -Ability to perform multiple and diverse projects simultaneously.  
    -Ability to establish and maintain constructive, positive and objective working relationships with internal customers at all levels in the organization.  
    -Ability to communicate effectively with others.
    -Ability to meet deadlines for assignments.  
    -Ability to mentor other staff members.  
    -Strong analytical and computer skills. 

    Preferred Qualifications

    -Bachelor’s degree in accounting, business, finance, information systems, or related field; progressive internal audit experience and related educational courses may substitute for degree. 
    -Certified Information Systems Auditor or Certified Internal Auditor.  
    -Working knowledge of COSO (Committee of Sponsoring Organizations) & COBIT (Control Objectives for Information Technology) frameworks. 
    -Some experience with cloud computing. 
    -Some experience applying Institute of Internal Auditors (IIA) International Professional Practices Framework. 
    -Working knowledge of NIST 800-53 and COV SEC-501 & 525.  
    -Expertise in information technology and/or information security governance.
    -Some experience with computer assisted audit techniques.  

    Special Requirements

    The Department of Motor Vehicles is an Executive Level Branch agency. Following Governor Ralph Northam’s mandate under Article V,  Sections 1 and 7 of the Constitution of Virginia, and Section 2.2-103 of the Code of Virginia, all Executive Branch employees and state contractors who enter the workplace or who have public-facing work duties must disclose their vaccine status to the designated agency personnel.
