    SALARY IS NEGOTIABLE COMMENSURATE WITH EXPERIENCE

    PAY BAND 6

    The Virginia Department of State Police is seeking qualified applicants for a Business Systems Analyst in the Information Technology Division located in North Chesterfield, Virginia. This is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities.

    DUTIES:

    • Analyzes user’s needs/requests, determines feasibility of systems enhancements/automation and provides technical expertise in the design, construction and implementation of new or changing application systems.
    • Gathers and documents requirements, analyzes problems and recommends process improvements.
    • Performs systems analysis tasks including project identification, requirements definition, conceptual design, detail design, conversion planning, implementation planning, production troubleshooting, system administration and documentation.
    • Develops functional expertise of organizational units supported.
    • Leads agile development teams; manage backlog (along with business or as product owner) and user stories; identifies gaps in team performance against agile principles, and recommends methods to drive improvement; recommends process improvements and plans for execution and implementation of new processes; assists teams in improving agile performance against department and agency norms; assists teams in exemplifying agile behaviors as represented in the Seven Patterns of Great Agile Teams.
    • Works with staff and end users to provide technical assistance in the identification and resolution of application problems.
    • Ensures that all assigned applications are monitored on a timely basis and implements corrective measures and strategies on an ongoing basis to ensure system functionality.
    • Addresses problems in a timely manner providing accurate solutions according to departmental standards.
    • Communicates effectively with users, co-workers and personnel external to VSP to resolve system problems and address user requests for service. Continually works toward increased application efficiency and consistently follows IT policies and standards where applicable.
    • Keeps up to date on analysis, project management, and Agile tools and practices in the IT industry. Shares knowledge and provide assistance to team members in using new tools and practices.
    • Prepares user documentation such as user guides, operating instructions, and on-line help documents.
    • Performs all required administrative duties by completing all necessary reports and promptly and properly documenting activities such as status of schedules, problems, issues, and resolutions or recommendations.
    • Performs other duties as assigned.

    QUALIFICATIONS:

    • Considerable knowledge of systems analysis, design techniques, database design, and project management concepts; and all phases of the software development life cycle and Agile methodologies.
    • Considerable experience supporting large-scale enterprise applications. Experience with requirements gathering, and design and development of web applications.
    • Experience with leading development projects including scheduling of tasks performed by the project team, oversight of QA efforts, and system implementation.
    • Significant experience dealing with IT system users.
    • Ability to successfully interact in a team environment; and effectively communicate both orally and in writing in English.
    • Experience with oversight of vendor based system implementations and support highly preferred.
    • Experience with SQL highly preferred.
    • Experience with Oracle and Java preferred. Experience with UML preferred.
    • Graduation from high school or equivalent.
    • Graduation from an accredited college or university with major study in Computer Science, Information Systems, or related field preferred. Considerable experience in systems analysis, business analysis, project management, considerable knowledge of the software development life cycle.
    • An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may substitute for this education and experience.

    Elements of the selection process for this position will also include the screening of applications; interviewing of qualified candidates; and salary negotiations. The pre-employment process can take approximately up to three (3) months to complete. The anticipated duration of this process is determined by the successful completion of the above items.

    Applicants must live in states east of the Mississippi River. Military applicants must live in or home of record must be in one of the states east of the Mississippi River.
