Speaker: Gene Fishel

Topic: Regulatory and Legal Issues Surrounding Computer Security and Database Breaches

Summary:  The past several years have seen a proliferation of laws addressing ever increasing threats to digitally stored personal information.  This talk will cover compliance with state laws that affect computer security measures and database breach response, to include recently enacted Consumer Data Protection Acts, from a regulator’s perspective.

BIO:  Gene Fishel currently serves as Senior Assistant Attorney General and Chief of the Computer Crime Section in the Virginia Attorney General's Office.  In this capacity he enforces Virginia's privacy and database breach notification laws, directs prosecutions of child exploitation, computer trespass, computer fraud, and identity theft cases in state courts across Virginia, and serves as Special Assistant United States Attorney in the Eastern District of Virginia where he prosecutes digital-based crimes in federal court.

During his twenty-year tenure, Gene has helped to draft and enact sweeping reforms to privacy and computer crime laws in Virginia and has handled many novel and complex federal and state prosecutions.

Prior to his time at the Attorney General’s Office, Gene served as law clerk for the Second Judicial Circuit in Virginia Beach, VA.  He received his JD from Wake Forest University and his BA, magna cum laude, from James Madison University.
